Well, costume designers have definitely bigger “feeling of freedom” when it comes to make actors wear dresses or skirts (with little to no need to even explain any reason / motivation behind character dressing like that), so at least it does not end up on that sketch board. And ’70s New York was the time various guys wore these crop tops with exposed shoulders, isn’t it?
That’s true. Costume designers really do have a lot more freedom than others to let their imaginations run wild. And yes, the 70s and 80s were really much more free for men in the sense of crop tops and even heeled boots.
